Consulting Firms in Mauritius: Match the Mandate to the Right Firm
A consulting firm is useful only when its people and authority fit the decision. This guide gives institutional buyers a mandate-to-supplier matrix, an evidence test and B Hub’s disclosed position.
Consulting firms in Mauritius do different jobs under the same broad label. A board choosing a market entry route needs strategic advice; a public body buying a system needs a procurement method and technical specification; a company seeking an audit opinion needs a properly authorised auditor. Begin with the decision or work product, then choose the type of firm that can lawfully and competently deliver it. A list of familiar names does not make those mandates interchangeable.
B Hub Consulting is a principal-led management and institutional advisory firm in Mauritius. This article is written from our own interest in cross-disciplinary strategy, infrastructure, capital and technology mandates. We can be a candidate for those assignments, and our proposal should face the same test as any other supplier. Where B Hub is the wrong choice: statutory audit, tax filing, company administration, a legal opinion, routine bookkeeping, the cheapest hourly resource, or an independent review of our own advice. Use a suitably authorised or independent specialist for those tasks.
Consulting firms in Mauritius should be compared by mandate, not by label
“Consulting” is a market description. It does not tell you whether the supplier will write an options paper, administer an entity, build software, lead a transaction or provide independent assurance. Put the proposed output in the first sentence of a brief. If you cannot yet name it, commission a short diagnostic to identify the decision, the facts required and the professional boundaries. That is more useful than sending an undifferentiated request to firms with different permissions and incentives.
A finance function may need a statutory opinion, a board may need a strategy decision, and an implementation team may need a working system. One institution can need all three, but it does not follow that one supplier should be the decision maker, builder and independent reviewer. The separation affects conflicts and acceptance. A consultant that recommends a technology it also sells should disclose that interest. A builder should not be the only judge that its system passed the test.
| Mandate | Supplier capability to test | Work product to request |
|---|---|---|
| Board or institutional strategy | Named senior advisers with relevant decision experience and a method for contrary evidence | Options, assumptions, risks, a recommended choice and an implementation owner |
| Public procurement support | Experience with the applicable public method and separation from later bidding interests | Terms of reference, evaluation method and a documented approval trail |
| Digital transformation or AI | Access to both institutional advisers and a team that can test the proposed system | Data boundary, pilot evaluation, operating model and a safe failure path |
| Capital or market entry | Jurisdictional and transaction expertise plus separately commissioned regulated opinions | Route options, substance questions, responsible professional and decision record |
| Audit, tax filing or company administration | Appropriate authorisation for that specific regulated or administrative task | The filing, opinion or administration service within that professional remit |
The table is deliberately about evidence, not firm size. A small specialist can be the right choice for a narrow task, while a cross-disciplinary firm may be needed when a decision spans public policy, technology and capital. A Big Four network can bring breadth but is not automatically the right team for every mandate. Our comparison of published consulting and advisory firms names supplier categories and the facts each firm publishes. Use that as a starting list, then apply this mandate test rather than treating any editorial order as a procurement result.
Registration and a professional licence answer different questions
First verify the entity and the people behind a proposal. The Corporate and Business Registration Department is the official starting point for company and business registration in Mauritius; we checked its public information on 29 October 2026. A business registration number identifies an entity. It does not by itself answer whether a proposed financial service, audit or legal activity requires separate authorisation. Ask the supplier for the exact legal entity, the contracting party and the professional who signs the work.
If a proposal includes a non-bank financial service, use the Financial Services Commission’s register of licensees, linked from its official site and checked on 29 October 2026, to verify the relevant entity and activity. Do not assume that a consultant has a Financial Services Commission licence because it understands the International Financial Centre. Do not assume a regulated firm’s licence covers every kind of advice its marketing describes. For audit or legal work, check the relevant professional authority and the individual who will issue the opinion.
The registration check is necessary but insufficient. A registered supplier can still lack the team for your system, the independence to review its own recommendation or the right to perform a regulated task. Ask what will be delivered by the firm itself and what will be referred to another professional. Record that division in the contract and in the board paper. It is easier to correct the scope before the mandate starts than to unwind an assumption after a decision has been made.
A public buyer needs the procurement method before the shortlist
Public institutions should begin with the method and documents their own procurement function must apply. The Procurement Policy Office’s standard document index, read 29 October 2026, separately lists selection of consultants for lump-sum contracts, time-based contracts and small or individual assignments. It also lists supply and installation documents for complex information systems. Those are not interchangeable labels for one purchase. The work to be bought determines the route, and the public body must confirm the applicable rules for its own procurement.
The Procurement Policy Office’s published functions, read the same day, include issuing standard forms and requests for proposals for public bodies. A blog cannot select the lawful method for a live tender. A procurement lead should have the office responsible for the purchase confirm the current instrument, evaluation criteria, conflict declarations and approval authority. This article is not legal or procurement advice for a particular process.
A technology assignment illustrates why the distinction matters. An institution may need independent advice on requirements, then a competitive purchase of the system, then an acceptance review. Combining all phases can be efficient, but the brief must explain who can bid later and who decides whether the delivered system works. Our anonymised engagement record includes public procurement and institutional advisory, infrastructure and transformation subjects. It does not publish client identities, contract values or outcomes. Ask us for the method and people we may responsibly disclose, not a claim that an anonymised title proves your tender will succeed.
The named team and conflicts matter more than a brand deck
Ask each firm who will lead the work and who will do the analysis. A senior name on a proposal is useful only when their role, availability and decision authority are clear. Ask whether outside advisers are part of the accountable delivery team or available for a narrow question. In a cross-border mandate, ask which jurisdictional opinions must come from local counsel or another authorised professional. The firm that coordinates the work should identify those boundaries rather than imply its own advice replaces them.
A conflict declaration should cover existing work for the institution, interests in a proposed supplier, later implementation bids and any role in writing the requirements. The buyer should decide who may challenge the recommendation. An adviser that both specifies and bids for a system can have useful knowledge, but the procurement design must address that interest. A firm that cannot disclose its relevant incentives is a poor choice even if its presentation is strong. The same rule applies to B Hub when our advisory and engineering capabilities might meet in one mandate.
There is no reliable common Mauritius consulting rate card published for cross-disciplinary institutional work. We do not estimate an average fee. A quote only becomes comparable when the deliverables, named team, source access, specialist input, fieldwork, review rounds and handover are equivalent. A low headline number can omit the decisive investigation; a high one can be justified only by a clear method and scope. A board should ask for a fuller proposal test before buying strategy work.
Run a small common test before appointing a firm
Give each shortlisted firm the same decision question, background pack and permission to identify missing information. The first stage should be bounded: a diagnostic, evidence plan or pilot with an output the institution can retain if it chooses another provider. Avoid asking bidders to disclose another client’s confidential work. Ask them to explain an approach, name an accountable team and show how the work would change if the evidence contradicts the sponsor’s preferred option.
- 01State the decision. Write the choice the board or public body must make and who has authority to make it.
- 02Separate the professions. Mark any audit, filing, legal or licensed financial service for the proper professional.
- 03Ask for a method. Give bidders the same sources and ask how they will test a contrary explanation.
- 04Name the team. Record who leads, who analyses, which outside specialist advises and who signs each output.
- 05Expose interests. Ask what the supplier may sell, build or review in a later phase.
- 06Set acceptance. Require sources, assumptions, alternatives, unresolved questions, editable working files and an owner for the next decision.
The result should be a choice the institution can defend without the consultant present. If the first phase shows that in-house staff already have the answer, stopping can be the right outcome. If it reveals a genuine specialist question, commission that opinion before a broader strategy. If the problem is primarily implementation, hire a delivery team and set working acceptance tests. A useful consultant can say when a different supplier type is needed.
Common questions
- 01Which consulting firms in Mauritius fit an institutional mandate?
- Define the mandate and output first. Then compare each supplier’s authority for the task, named team, method, conflicts, evidence and handover. A directory position or familiar brand alone is not a fit test.
- 02Is a business registration number a consulting licence?
- No. Registration identifies a business entity; a proposed regulated activity may need separate professional or regulatory authorisation. Verify the exact activity and contracting entity with the relevant authority.
- 03Do public bodies use the same document for every consultant?
- No. The Procurement Policy Office publishes different consultant-selection documents, including lump-sum, time-based and small or individual assignments. The public body must confirm the method applicable to its purchase.
- 04Can one firm both advise and implement?
- It can be possible when the buyer defines the phases, discloses interests and sets an independent approval point for the recommendation and working result. The procurement rules for a public body still govern its specific process.
- 05When is B Hub Consulting the wrong firm?
- B Hub is not the right firm for statutory audit, tax filing, company administration, a legal opinion, routine bookkeeping, the cheapest hourly resource or independent review of its own advice.
For a board-level strategy purchase, use the management consulting decision brief. Our practice areas define the mandates we consider. If your institution has a specific decision crossing disciplines, send B Hub the question and constraints; we will say where we fit and where another specialist should lead.
If this describes the problem in front of you, the next conversation is the useful one.
