Management Consulting in Mauritius: A Board’s Decision Brief
Management consulting is useful when a board needs a decision it can defend, not a thick report. This guide sets out the scope, conflicts and evidence to request, with B Hub’s interest disclosed.
Management consulting in Mauritius is worth buying when a board or institution faces a decision that its own team cannot resolve with the evidence, authority or time available. The useful output is a reasoned choice: options, assumptions, risks, responsible owners and the work needed to act. A polished presentation alone is not an answer. Before seeking proposals, write the decision that remains open and the evidence that could change it.
B Hub Consulting is a principal-led management and institutional advisory firm in Mauritius. We have an interest in complex, cross-disciplinary mandates, so this is a buyer’s test that our own proposal should pass. Our Sovereign & Institutional Advisory practice concerns institutional positioning and reform, often alongside capital, infrastructure or technology advice. Where B Hub is the wrong choice: statutory audit, tax filing, company administration, a legal opinion, routine bookkeeping or the cheapest hourly resource. An independent assessor should review work that we have ourselves recommended or delivered.
Management consulting in Mauritius starts with a named decision
A mandate to “improve performance” is too wide to buy fairly. Ask who must decide, what choices are available, what cannot be changed and when a decision is needed. A bank may be deciding whether to replace a core process before procuring technology. A public institution may be choosing a governance and delivery model for a programme. An investor may be deciding whether a corridor is operationally credible. Those are different purchases even if each supplier describes itself as a strategy consultant.
Write the question in a sentence: “Should we take option A, B or no action, given these constraints?” List the information already available and the assumptions still disputed. If the answer depends on a licence, tax treatment or legal interpretation, commission that professional opinion separately. Management advice can integrate specialist findings into a choice; it does not turn an adviser into the licensed professional or transfer the board’s authority.
The first conversation should uncover a plausible alternative to hiring a consultant. Internal staff may already have the evidence but need time with the board to frame it. A narrow technical assessment may settle the question. A supplier may need to demonstrate a working system rather than write another strategy paper. A credible adviser should say which part of the uncertainty calls for outside judgement and which part does not.
Advice, independent review and implementation buy different things
A proposal that combines diagnosis, recommendation, procurement support and implementation may be useful, but it also creates different incentives at each stage. Separate each output in the brief. A team paid to select a product may have an interest in selling or building it. A team that wrote a technical specification may be poorly placed to review its own delivery. Neither issue automatically rules out a combined engagement; both require disclosed interests and an independent approval point.
| Purchase | Work product to ask for | Decision owner | Conflict to examine |
|---|---|---|---|
| Strategy advice | Options paper with sources, assumptions and rejected alternatives | Board or authorised executive | Adviser may later sell implementation |
| Independent review | Challenge log, evidence gaps and a finding on another team’s proposal | Sponsor appointing the reviewer | Reviewer has a stake in the proposed result |
| Procurement support | Specification, evaluation method and documented handover | Procuring body | Specification writer later bids for the work |
| Implementation | Working deliverables, acceptance tests and operational ownership | Project sponsor | Builder certifies its own completion |
Our anonymised engagement record describes public procurement and institutional advisory, core banking transformation, international financial centre corridors and infrastructure work. It does not publish client identities, contract values or outcomes. Use it to ask us which named people and method fit your decision, then seek evidence that may lawfully be shared. A list of past subject areas does not prove that a proposed team will make a good recommendation for your institution.
The board keeps responsibility for governance and conflicts
The National Code of Corporate Governance for Mauritius, read 26 October 2026, applies to public interest entities and public sector organisations, while encouraging other companies to consider its principles where applicable. Its published principles, read the same day, place clear responsibility and accountability with an effective board. They address director duties, conflicts, risk governance and internal control. A consultant supplies analysis; the institution still has to govern the choice and record the authority under which it acts.
Ask the adviser to declare related mandates, commercial interests in recommended systems, anticipated implementation bids and any limits on independence. Then record who may challenge the options paper and who will approve the next stage. For a board, this can be a short decision minute with the evidence reviewed and dissenting views captured. For a public body, procurement law and its own policies govern the method and approvals. This article is not legal or procurement advice for a live tender.
The conflict test should work in both directions. If a consultancy is excluded from all implementation, it may be independent but less useful on delivery constraints. If the same team advises and builds, it may know the work deeply but needs a separate acceptance authority. State the boundary before a supplier proposes a method. Do not discover it when the preferred solution is already written into the specification.
Compare proposals by evidence, not by presentation length
Give each shortlisted firm the same decision question, source pack and opportunity to identify missing evidence. Ask for the proposed team by name, the interviews it would run, the assumptions it would test and the form of the final decision record. A good proposal should say how it would respond if evidence contradicts the sponsor’s preferred option. It should also name what remains outside the scope and which specialist opinions must be commissioned directly.
- 01State the decision. Name the authorised sponsor, the live options, the deadline and the consequence of delay.
- 02Test the method. Ask which documents and people the team needs, how it will check contrary evidence and how uncertainty will be reported.
- 03Check the people. Confirm who actually leads the work and which specialists are advisory rather than accountable for the mandate.
- 04Expose interests. Ask whether the bidder benefits from a recommended product, later phase, counterparty or implementation choice.
- 05Agree acceptance. Require sources, assumptions, options, risks, recommendation, dissent and an editable handover pack.
- 06Keep an exit. Make the first phase useful even if the board chooses no action or another provider.
This test makes the proposals comparable without forcing identical thinking. One team may propose field interviews; another may first reconcile contradictory records. The difference matters if each can explain how it affects the decision. A generic framework diagram, an unexplained day rate or a claim of proprietary insight does not substitute for a method and a named accountable adviser. Our published team shows the principals and alliance fields; a proposal still needs to specify which of them will work on your assignment.
Choose the engagement shape to fit what is known
The Procurement Policy Office’s standard document index, read 26 October 2026, lists separate selection documents for lump-sum, time-based and small or individual consultancy assignments. A public buyer must use the method and documents applicable to its purchase. For a private board, the same distinction is useful without importing public procurement rules: a defined work product can be priced differently from an investigation whose scope depends on what is found.
No reliable common rate card for management consulting in Mauritius is published. We do not estimate an average. Compare quotations only after the scope identifies the same deliverables, team, source access, travel or fieldwork, specialist input, review rounds and handover. If the information gap is too large, commission a bounded diagnostic that ends with a better decision brief. That first phase should not oblige the board to buy a longer programme from the same firm.
A long retainer can make sense when the decisions genuinely unfold over time, but it should still have review points. A fixed deliverable can be efficient when records and access are available, but an apparently fixed price may simply exclude the difficult interviews or data work. Ask what would trigger a change request, what work can pause, and which outputs you retain if the mandate ends early. An assignment with an honest uncertainty register is easier to govern than one that disguises every uncertainty as a future variation.
Keep the final choice and the working files inside the institution
A board should be able to retrace a recommendation without the original consultant in the room. Require source references, editable models, a record of interviews that can lawfully be shared, assumptions and a list of unresolved questions. Ask which claims are verified, which are scenarios and which are judgement. The final paper should show why a plausible alternative was not chosen and who owns the next test. If the project moves into implementation, set a new acceptance gate for the working result.
B Hub’s principal-led approach can suit a decision that crosses governance, capital, infrastructure and technology. We should be assessed against the same team, conflict, evidence and handover tests as any other firm. For a single filing or assurance opinion, use the relevant specialist. For a technology purchase already fully specified, a competent delivery team may be the better first call. For an independent review of our own recommendation, appoint someone else.
Common questions
- 01What is management consulting in Mauritius?
- It is advice on a defined management or institutional decision, usually supported by evidence, options, risks and an implementable recommendation. The buyer should specify the decision and distinguish the advisory output from regulated professional work or implementation.
- 02How should a board choose a management consultant in Mauritius?
- Give bidders the same decision question and source pack. Compare named advisers, method, contrary-evidence test, conflicts, deliverables, handover and a bounded first milestone rather than only a presentation or rate.
- 03Can the same consultancy advise and implement?
- A combined mandate can be workable if interests are disclosed, outputs are separated and an independent approval point tests the recommendation and delivery. The buyer should define the boundary before proposals are evaluated.
- 04How much does management consulting cost in Mauritius?
- There is no dependable common published rate card. Compare like-for-like scope and deliverables, or buy a bounded diagnostic before pricing a larger programme. Do not infer a market average from an unrelated mandate.
- 05When is B Hub Consulting the wrong choice?
- For statutory audit, tax filing, company administration, a legal opinion, routine bookkeeping, the cheapest hourly resource or independent review of B Hub’s own work, use an appropriate specialist or independent assessor.
For a broader separation of supplier types, read our business consultant guide. To turn the board’s decision into a comparable assignment, use the terms of reference guide. If your institution has a defined decision crossing several disciplines, send B Hub the question and the constraints. We will say which part we can address and where another specialist should lead.
If this describes the problem in front of you, the next conversation is the useful one.
