Sovereign Advisory in Mauritius: What an Institutional Buyer Buys
Sovereign advisory is a defined institutional mandate, not a licence or a corporate services package. This guide gives public buyers a scope table, a proposal test and clear boundaries. B Hub discloses its interest.
Sovereign advisory in Mauritius is strategic advice commissioned by a state, public institution or state-owned organisation for a decision that crosses policy, capital, governance or delivery. The buyer is purchasing a defined decision process and usable work products, not the word “sovereign” on a business card. A sound mandate identifies the public decision owner, the evidence needed, the boundaries of the adviser’s role and the records the institution will retain. The adviser may recommend; the institution remains responsible for deciding.
Where we sit. B Hub Consulting has a Sovereign & Institutional Advisory practice, so we have an interest in this question. Our published practice description covers economic architecture, national positioning and institutional reform. The tests below are ones a buyer can apply to B Hub or another firm. A public unit with the expertise, access and capacity to do the work itself should use that capacity. An investment, legal or statutory assignment needs the appropriately authorised specialist.
Sovereign advisory is a mandate, not a licence or a brand
The phrase is used for different kinds of work. An adviser to a government may assess an institutional reform, a public investment or a market-positioning choice. A corporate services company may use “Sovereign” as part of its name while selling incorporation and fiduciary services. Those are different buyer problems. Read the scope and the regulatory status rather than infer either from the label. There is no single, published Mauritian tariff or standard output called “sovereign advisory”.
The World Bank’s public administration and institutional reform programme, read 15 October 2026, describes analytical and technical assistance that strengthens public institutions and service delivery. The OECD’s Policy Advisory Systems report, read 15 October 2026, examines how evidence from advisory bodies can inform public decisions. Neither is a definition of a private firm’s licence in Mauritius. Together they illustrate the buyer’s task: obtain evidence and options without handing away public authority.
The question “what is sovereign advisory?” therefore has a practical answer. It is a time-bound advisory mandate around a sovereign or institutional decision. It can involve policy design, governance, infrastructure, an international financial centre or coordination among agencies. The actual authority of a private adviser is the authority the client contract gives it to study, convene and recommend. It cannot turn a recommendation into a government decision or award itself a statutory function.
Name the public decision owner before the adviser is appointed
A ministry may sponsor a programme while an agency owns the data, a state enterprise owns the asset and another body will fund or regulate the result. A proposal that promises a national strategy without identifying who can approve each step is hard to use. The first meeting should name the decision, the lawful decision maker, the institutions that must be consulted and the date by which the evidence is needed. If those cannot yet be named, a short diagnostic may be the right first commission.
The World Bank programme describes reform embedded in government systems and tailored to institutional context, read 15 October 2026. That is a useful caution for a Mauritian buyer: a recommendation that works only while the consultant is in the room has not created an operating capability. Ask which team will own the model, data, process and review cycle when the assignment ends.
This ownership question becomes acute when the work crosses organisations. A financial-centre positioning brief can touch investment promotion, supervision, market access and a private sector whose incentives differ. An infrastructure programme can involve operations, procurement, security and public communication. The adviser should map these dependencies and the unresolved choices. It should not claim to control the agencies or imply that a single report can settle their separate legal duties.
Buy decision-ready outputs, not an undefined strategy deck
A useful terms of reference tells bidders what decision the institution must make and what it can provide. The Mauritius Procurement Policy Office consultancy evaluation guide, read 15 October 2026, explains that the applicable request for proposals governs selection and distinguishes lump sum from time based contracts. This is public-procurement guidance, not a universal rule for every private board. The buyer still has to specify the work products and acceptance criteria in its own documents.
| Buyer decision | Useful advisory output | Owner after handover |
|---|---|---|
| Whether to change an institution’s operating model | Current-state map, options, implementation dependencies and decision record | Named public sponsor and operating unit |
| Whether to pursue a capital or market corridor | Assumptions, counterparties, risks, alternatives and staged decision gates | Investment or policy authority with its own advisers |
| Whether to procure a complex programme | Needs assessment, requirements, governance map and measurable acceptance tests | Procuring entity and programme owner |
| Whether to reform a cross-agency process | Responsibilities, consultation record, transition plan and review measures | Participating institutions under an agreed sponsor |
A deck may be part of the presentation, but the durable outputs are usually the assumptions, source inventory, option analysis, dissenting views, cost or risk model where applicable, and a transition plan someone can execute. Require editable files and permission to reuse them for the public purpose. Specify what is confidential, what can be shared among agencies and what must be retained. Where a number cannot be substantiated from institution-owned data, the output should mark it “not published” or “not available”, not fill a gap with a market guess.
Separate institutional advice from regulated specialist work
An institutional adviser can help a client frame an investment corridor, map stakeholder responsibilities or prepare the questions for counsel. That does not make the adviser a securities investment adviser, a law firm, a statutory auditor or a licensed company administrator. The buyer should write the boundary into the scope. If a proposal includes an investment recommendation to an investor, a legal interpretation or regulated fiduciary execution, identify the separately authorised provider and its responsibility before signing.
The distinction is particularly important in Mauritius because an international financial centre has several types of intermediary. A management consultancy may advise on strategy while a management company administers a Global Business Licence and a law practitioner gives legal advice. Our terms of reference guide for a consultancy assignment explains how to define deliverables and the selection method. It also shows why the person drafting an institution’s terms should not quietly position itself as the only bidder.
The boundary can also be technological. B Hub’s published practice areas include strategy, infrastructure, AI and application development as well as sovereign advice. If a mandate includes a digital system, the buyer should decide whether independent advice and implementation sit with one supplier or require separation. The institutional AI automation workflow test shows how to keep the institution responsible for decisions and evidence even when software assists staff.
Choose a delivery model that can survive scrutiny
A principal-led adviser can be valuable where senior judgement, discretion and access across disciplines are genuinely needed. A large delivery team may be better when a programme needs a substantial on-site workforce. A specialist economics, legal or engineering practice may be better when the question is narrow and technical. Compare named people and their actual roles, not the firm’s sector list. Ask how a principal will participate after appointment and who has authority to approve a change in scope.
The OECD report on policy advisory systems, read 15 October 2026, describes advice as part of a wider public decision process. A private consultant is one input to that process, not a substitute for consultation or political accountability. Require a conflict declaration covering other mandates, counterparties and commercial interests; an agreed route for handling confidential material; and a record of who made each consequential recommendation. Where the firm has a related product or transaction interest, the buyer should know it before considering the recommendation.
B Hub describes itself as principal-led and publishes a Sovereign & Institutional Advisory practice. That is a reason to ask for a proposal, not proof that we are the right adviser. We should be judged on the named principal, specialists, independence, evidence plan, practical outputs and handover. If an in-house unit or another firm can meet the same brief with clearer independence or stronger delivery, it may be the better choice. A buyer should retain that choice throughout the procurement.
Run a six step sovereign advisory proposal test
Use the same questions for every bidder. A proposal can then be compared on a common obligation rather than on adjectives such as “strategic” or “global”. For a public body, align the comparison with its actual request for proposals and the procurement advice it receives. This checklist is a commissioning aid, not legal or investment advice.
- 01State the decision. Name the public authority, board or investment committee that will use the work and the decision it must take.
- 02Draw the boundary. List the agencies, assets, markets and time period inside the assignment, plus what is expressly excluded.
- 03Name the people. Require the principal, working team, outside specialists and the hours or outputs each is responsible for.
- 04Test the evidence. Ask for source access, assumptions, unresolved data and a method for recording disagreement and uncertainty.
- 05Protect independence. Record conflicts, product or transaction interests, confidentiality, information barriers and the client’s right to use another adviser.
- 06Specify handover. Accept editable models, a decision record, implementation owners, correction terms and an exit path rather than a presentation alone.
Do not skip a small first phase when the decision itself is unclear. A bounded diagnostic can produce the map of authorities, information gaps, options and a defensible full brief. Equally, do not pay for repeated discovery when the institution already has a precise question and reliable data. The choice between a fixed output and time based work follows the uncertainty in the scope, as the Procurement Policy Office guide explains for public consultancy contracts.
Where B Hub is the wrong choice: if your requirement is a statutory audit, tax filing, company administration, regulated investment recommendation or legal opinion, engage the appropriately qualified provider. If the work is routine implementation of a specification that your team has already approved, a delivery vendor may be more proportionate. B Hub can be considered where an institutional decision genuinely requires joined-up strategy, governance and delivery judgement; we should still pass the same six steps as every competitor.
Common questions
- 01What is sovereign advisory in Mauritius?
- It is a defined strategic advisory mandate for a state, public institution or state-owned organisation facing a decision across policy, capital, governance or delivery. The adviser supplies evidence, options and usable work products; the public authority keeps the decision.
- 02Who buys sovereign advisory?
- A ministry, public body, state-owned organisation, investment authority or institutional board may commission it when a decision spans more than one discipline or agency. The buyer should first name the actual decision owner and test whether an internal unit can do the work.
- 03Is sovereign advisory the same as corporate services?
- No. Corporate services usually concern administration of an entity and its continuing obligations. Sovereign advisory concerns a defined institutional decision. A firm’s name or the word “sovereign” does not establish its regulatory permissions or its mandate.
- 04What should a sovereign advisory proposal deliver?
- It should name the decision, evidence, options, assumptions, consultation, conflicts, named team, acceptance criteria and handover. Editable files and responsibility after the adviser leaves are more useful than a presentation alone.
- 05Can a sovereign adviser make a government decision?
- No. A private adviser may study, convene and recommend within the client’s contract. The authorised public body or board must make its own decision under its applicable powers and procedures.
For a defined assignment, start with the consultancy terms of reference guide and our institutional workflow test where technology is involved. If a principal-led advisory proposal would help, send B Hub the decision brief in confidence.
